While I agree with your advice to build and install a private copy of Perl
to /opt, I have to take exception to the statement "This is because Red
Hat invests time in providing a version of Perl that we can support over
the lifetime of the RHEL product that you have bought."

The version of Perl, 5.8.0, in RHEL3 is horribly, irreperably, _broken_
for many reasons. It is a joke that it is supported 'over the lifetime of
the RHEL product' because it is essentially a trap for unwary people that
cannot be safely used in production for any but the most trivial of uses.
RH _should_ have ripped it out and replaced with a newer stable release.
