I would have to say that you have not provided near enough information
here.  What version of Oracle?  What patches?  How many concurrent
users?  What's the Oracle system doing during these high load periods?
Is the load caused by Oracle, perhaps the system is just that busy?
What's memory look like during these same periods?

Provide some more detail and we might be able to help.
