The most persistently lethal problem is still present: Perl 5.8.0
implictly opens filehandles through a :utf8 filter when the system locale
is a UTF-8 based locale. It causes scripts to die if reading any 8 bit
data that _is not_ UTF-8. This was fixed back in 5.8.1 (released in 2003
!!!).

A glance at bugzilla indicates this same bug was reported back in December
2002. And still is not fixed.
