is my impresion but the smb messages is just after the the loading of the net kernel module that is wear, is it? no other services up before the network mounting ?
another thing: sometimes, the messages "No route to host" hide a firewall problem, maybe is not your case but maybe it is

I think it is not a good idea to move the "start id" of "services"
in my system:
08 -> iptables (firewall problems) 10 -> network (interfases and routes) 25 -> netfs (fstab network filesystems: smb for example)
