Further to the other answers, Red Hat (and other Linux distributions) cache
files in memory to speed up the access time of the system.  For example, if
you are editing a document, then the system will keep the document (and
editing program) in memory so that it doesn't take ages to open the program
and document.  This is particularly useful for web applications or
applications that require repeated file access.

Our RH EL V3 (U2) boxes with 2GB of RAM regularly have a memory usage of
95%+ with a swap file usage of ~6%.  This is nothing to be worried about.
The system will free up the RAM as required.

I did have a document explaining memory usage in Linux, but I can't put my
hand to it at the moment.

I had a similar problem where it hurt my performance that OS grabbed
free memory resources into cache.  In my case I made my shared memory
stay resident by the use of the hugetlb_pool.  The server now puts my
entire shared memory realm into memory and it is not available as a
free resource for the OS to grab into cache.  This took care of my
performance issues.
