You can't ping the printer? I would think that would be problem number one. If cups attempts to open a connection to a device and it fails, you will get the error message you are seeing.
How tight to you have the firewall? I'm pretty sure you should be able to ping the printer using normal firewall settings. Can you telnet to the JetDirect port on the printer? Assuming the IP address of your printer is 10.0.0.1 you should be telnet to the JetDirect port with a command like:
telnet 10.0.0.1 9100
If your successful you should see something like:
Trying 10.0.0.1... Connected to npi4432233.acompany.com (10.0.0.1). Escape character is '^]'.
If you can't do this then you system is unable to connect to the JetDirect. You have to resolve this first.
