I agree with your rule, and follow it myself.
But "localhost" is special. It is very commonly used in lots of configs and programs. It should have matching forward/reverse for all of the apps that require it. Your FQDN should also have matching forward/reverse. "localhost.localdomain" is never used by anyone.
I suppose if the host has a dynamic IP, and you want to name it something other than "localhost" or the ISP-supplied reverse of the IP, it would seem reasonable to put the hostname first on the 127.0.0.1 line.
My linux NAT box at home has "127.0.0.1 localhost" and the hostname with the internal RFC IP in /etc/hosts.
Obviously other people will disagree with me.
