Back It seems to be the default behaviour in RHEL4.
I have NVidia Twinview enabled (it's basically Xinerama), and what I did was create a new panel on each desktop and in each panel, create a "Window List" applet (I think that's what it's called). For me at least, if I have a "Window List" on each desktop I get the behaviour you want.
