What you do depends on whether you're using alsa or oss. I guess you're using OSS as you're writing to this list, in which case you want aumix -- see the man page.
For alsa, you probaly want amixer which is actually a good deal more flexible. For example, "amixer -c1 -sset PCM 5%-" will drop the PCM level for the mixer on card 1 by 5%. See the man page for details and pay close attention to "scontrols".
