For packages in the original release it's at:
ftp://ftp.redhat.com/pub/redhat/linux/enterprise/3/en/os/i386/Debuginfo/
and for updated packages they are at:
ftp://ftp.redhat.com/pub/redhat/linux/updates/enterprise/3ES/en/os/Debuginfo
/i386/RPMS/
Of course substitute 3AS or 3WS in the above URL based on your version.
