Alt-Tab usually switches focus from one window to another.

It rather sounds, though, as if something has grabbed the mouse in which
case you're going to have fun getting focus on any other window.  There
ar a few possible culprits for this: some application (including the
window manager) has started to pop up a menu and has hung; something
like ssh-add is running (it grabs the keyboard); something like mozilla
is asking for a password and for one reason or another the window it's
prompting in isn't on top.   I've fallen foul of all three of these and
there are bound to be others, but it may give you a hint as to where to
start looking.
