Ah, it does appear to be the firewall. By bringing up the "redhat-config-securitylevel" dialog and allowing eth0 as a trusted device I can get to the Linux box from WinXP. But, that's probably not something I want to do in the long term. The config dialog doesn't have a setting for allowing samba as a trusted service. How do I set it without the GUI?
