That is odd. The "wvdial.conf" file should have sections called "[Dialer something]". "[Dialer Defaults]" contains the default settings. "[Dialer Modem0]" would be used if you used "wvdial Modem0" and any settings in that section will override the stuff in the "[Dialer Defaults]" section.
In fact, that may be where the problem is. The thing should be:
