No. FC4 and FC5 use dovecot, not UofW (c-client) nor popper (Qualcomm/Eudora). poppassd is a Eudora-specific program and was used with popper.
For users to change their password, they have to go through one of the standard password changing mechanisms. See
/usr/share/doc/dovecot-1 (See http://cot-1.ora-code.com).0/auth.txt
