No.  The binaries are not freely distributable.  The only place you'll
find RHEL binaries is on RHN for which a subscription is required.

FC binaries are freely distributable.  RHEL binaries are not.  There are
no RHEL repositories for yum to point at.

There are projects out there that rebuild the RHEL source rpms and get
you close to RHEL but you won't have a true RHEL distribution when
you're done.   One of these could, however, be close enough for what
your business requirements are (i.e. no commercial support, a lag in
security update availability, possible bugs that aren't there in RHEL,
and possible 3rd party software incompatibility issues).
