You cannot, that's what Ed said.  Without RHN there is NO WAY to
maintain updates of RHEL products and get the actual RHEL binary
packages.

You can get close by setting up a build environment and downloading the
source packages (which Redhat provides for free via FTP) and compiling
them yourself, but the end result is still not be an exact binary match
because it's not build with the RHEL build system.

Besides, if you were going to do that then why not simply use a
community rebuild of RHEL like CentOS?  Then you can just use yum like
you want to.

If you don't feel that the RHN/RHEL combination is worth the costs for
your business requirement then you need to choose a different
distribution, because running RHEL without RHN is simply doesn't
generally make sense.
